The OAS sets up a council to pick the men who will pick a government

Five days after Aristide was flown out of the country, the Organization of American States created a tripartite council to choose the members of a Council of Sages, which would in turn choose a prime minister. The three men were Leslie Voltaire, minister for Haitians living abroad, Paul Denis, a former senator from the Democratic Platform, and Adama Guindo, the resident UN coordinator. They acted under OAS resolutions CP/861 of 19 February and CP/862 of 26 February and UN Security Council resolution 1529 of 29 February. The council was dissolved the next day, its job done. Four days later the Sages named Gerard Latortue, a UN retiree living in Florida, prime minister.
