The congress at Arcahaye removed R.F. and the white from the flags, keeping the blue and the red as the banner of the union of the Black man and the man of color, and abrogated the title army of the Incas.

Haitian

It resolved to remove from the flags of the insurrection the legend R. F. (République française) and to substitute for it, in letters of gold, this one: Liberty or Death. It resolved further to remove from these same flags the color white, as if to bear witness to a more complete repudiation of the metropole; but also, as from a remnant of habit, the blue and the red were then kept in their vertical position, the blue at the staff, the red floating at the end. The new banner remained the emblem of the union of the Black man and the *mulâtre* (1). Dessalines also decided upon an early expedition against Le Mirebalais, which the French had reoccupied, and against Port-au-Prince. Cangé received in advance the order to move with all his forces upon the Frère plantation, in the quarter of La Coupe.
