Smarck Michel takes office as prime minister weeks after Aristide’s return

Smarck Michel became prime minister on 8 November 1994. A businessman, he had been named by Aristide on 27 October, and parliament approved him only after hard bargaining with legislators who had backed the 1991 coup. He presented his cabinet the next day, with four new ministries including Women’s Affairs, Culture, and Haitians Living Abroad. He resigned in 1995 over the pace of economic liberalisation.
