Rigaud proclaims the constitution of the Southern departmental government

On 1 November 1810, General Rigaud, returned from France, entered the Cayes in triumph. On 9 January following, he proclaimed there the constitution of the departmental government of the South, of which he was the general in chief.

Rouzier tells this under the entry Cayes (les).
