René Théodore protests his expulsion from Santo Domingo as a bargain between two states

On 22 March 1979 René Théodore, general secretary of the Haitian Communist Party, wrote to José Francisco Peña Gómez of the Dominican Revolutionary Party. He had flown to Santo Domingo with a consular visa and a valid passport as part of a delegation to the Dominican Communist Party’s Eleventh Congress. He had cleared immigration; then his passport was taken and he was detained without any tribunal ruling. His questioners asked him only about his attitude to the Haitian government and when he had gone into exile. He inferred a quiet understanding between Port-au-Prince and Santo Domingo to keep Duvalier’s opponents out, noting that the Tontons Macoutes moved freely in the Dominican Republic.
