The government counts 306,889 starving in the North-West; relief agencies say twice that

On 22 May 1975 the Duvalier government put the number of Haitians in desperate straits in the drought-stricken North-West at 306,889, and framed the famine as a natural catastrophe. International relief agencies were reported to put the figure closer to 600,000. The drought had by then run close to a year, and the hunger was spreading through the wider North.
