ORDINANCE of the Gouverneur Général, which suspends the execution of art. 19 of the Regulation of the two Conseils, and permits the Captains of nègre-trade ships to sell on shore or on board, at their choice

Haitian

CHARLES Théodat, Comte d’Estaing, &c.

Trade having represented to me that article 19 of the Regulatory Decree of the two Conseils contained a provision absolutely contrary to its interests, I had the said article brought before me. After careful examination, and by virtue of the powers granted to me by His Majesty, I suspend, and have suspended, the execution of the said article 19 of the Regulation. Accordingly, every nègre-trade Merchant will be free to sell his Black people on board his Vessel or on shore, as he sees fit, on the sole condition that he submit them to all the precautions for the security of the collection of the duties imposed by the said Regulation, and this until it has been otherwise decided in the National Assembly, or by the Conseils themselves, deliberating on the drawbacks of subjecting to a pointless restraint a part of Trade on which the growth and increase of this Colony depend. At the Cap François, &c. Signed ESTAING.

Registered at the Amirauté du Cap the next day.
