Mining law passed
Haitian
GROS MORNE. In 1860, an Englishman, Mr. Richard Hill, who had traveled over the whole island of Haiti under President Boyer, in 1830-31, handed over to Mr. Ernest Roumain in Jamaica a vial of mercury collected between the Borgne and the Gros Morne, and charged him to tell President Geffrard that in this mercury he possessed a source of incalculable revenues. The law on mines of 10 December 1860 is the child of the passing enthusiasm provoked by the communication of Mr. Hill, with proof in support.
Rouzier tells this under the entry GROS MORNE.
