Haiti. The decree of 4 August cites a conspiracy for Rivière’s return to it.

“Considering that the existence of the conspiracy tending to facilitate the return to Haiti of Charles Hérard the elder, called Rivière, to stir up civil war in the country and to arm the citizens against the authority of the Government, has been proved both by the letters emanating from Bélus Ledoux and by those which the exile Rivière addressed to various public functionaries and which were seized at L’Anse-d’Hainault and at Jacmel by generals Antoine Pierre and Geffrard;
