National Palace (Cap-Haïtien). The decree of 4 August 1845 is given there.

“Given at the National Palace of Cap-Haïtien, this 4 August 1845, year 42. Louis Pierrot. This decree was countersigned by Hyppolite, B. Ardouin, Détré and S. Paul. As the Government still feared new Riviériste plots, measures were taken so that the troops should always be well equipped and armed, and the secretary of state for War had an order published concerning the arms and equipment of the troops, which were placed under the responsibility of the captains, the battalion chiefs and the colonels in conformity with the order of President Pétion of 1 December 1815.
