Department of the North. Pierrot is its commander in chief when named President.

“Article one. The Council of State, in accord with the wish of the Nation, and rendering homage to the patriotic virtues and to the merit of general of division Louis Pierrot, commander in chief of the Department of the North, proclaims him unanimously President of the Republic. “Art. 2. The present decree shall be forthwith dispatched to the Council of the Secretaries of State for its execution.
