Guerrier, whom his private secretary J.-B. Dupuy strove to keep informed of all things, issued from Saint-Marc the following proclamation concerning the political exiles who had taken refuge in Jamaica. ORDER. THE PRESIDENT OF THE HAITIAN REPUBLIC, “Considering that the first duty of the government is to secure to the country the maintenance of order and of public tranquillity;

“Article One. Every political exile who, breaking his banishment, sets foot again upon the territory of the Republic shall, by that fact alone, be declared an enemy of the Fatherland and, as such, placed outside the law.
