Port-au-Prince. The Council of State forms its bureau there.

On the evening following the taking of the oath, the sixteen councillors of State took passage aboard the State schooner Dieu protège, and arrived at Port-au-Prince in the night of 7 to 8 March. The Council met without loss of time and formed its bureau. The eldest in age, citizen Joseph Georges, presided as provisional vice-president over the assembly, composed of thirteen members. By the effect of the ballot, citizen Rameau was named vice-president by eight votes and installed immediately. Citizens Cinna Marion and André Jean-Simon were named secretaries. It was decided that the sittings would open on 17 March.
