Rome. The Congregation of Propaganda sends Tisserant its letter of 15 January 1845.

He addressed to him the following letter, sending him for his information an almost complete copy of the one he had received from Rome, dated 15 January 1845: To the President of the Council of the Secretaries of State, Mr. President of the Council, “I was to appear tomorrow, Wednesday, before the Council of the Secretaries of State, for the purpose of presenting claims of the highest importance. These claims I find settled by the letter which the honorable B. Ardouin addressed to me yesterday evening in the name of the President of the Republic.

“As I cannot remain in Haiti on conditions to which the Holy See expressly refuses to give its adherence, as you will learn from the letter addressed to me from Rome, dated 15 January of the current year, which I had the honor to communicate to the Minister of Worship as early as the second day after my arrival, and according to which all priests are declared to be answerable, by virtue of my title of Prefect Apostolic, to my jurisdiction alone, I find myself forced to withdraw and to go once more to render account of my mission to the Holy See.
