“Nevertheless, since these proposals lie solely within the competence of the Government, and since it is to be hoped that the Government will not insist upon maintaining them, the Sacred Congregation permits you to return to that country and to display all your zeal there to preserve and propagate Religion. But before furnishing you with the best possible means of attaining this end, and also to comply with your wishes, I have had Mr. Desportes notified that he is no longer to concern himself, either in person or through any vicar, with the French or Western Part, since this charge is devolved upon you, with full jurisdiction over all the priests…….

“I have thought it proper to give you this information to serve as your guide on your return to the Haitian mission. But take care not to set out until you are perfectly restored, lest a new peril, from which God preserve you, should threaten your life.

“I pray God to preserve Mr. Tisserant for a long time.”
