Santo Domingo. The Haitian garrison capitulates; the place is handed to the Governing Junta on 29 February and the Manifesto of separation is published.

« Art. VII. The arms of the troops composing the garrison of Santo-Domingo shall be deposited in the hands of the Consul of France, who shall return them to the soldiers belonging to the Haitian regiments at the moment they reach their homes; the officers shall keep their arms and shall not be required to surrender them.

« Art. VIII. The Force and the Arsenal shall be evacuated by the Haitian troops immediately after the signing of the present capitulation.

« Art. IX. The treasury and the archives shall likewise be delivered into the hands of the Governing Junta by the Administrator, who shall render his accounts to the Commission appointed by the said Junta to examine them, give him discharge, and pay the troops and officials the arrears owed them to this day, as also to settle the debts contracted by the Haitian administration for supplies furnished.

« Art. X. In view of the late hour, it is agreed between the undersigned commissioners that the place shall be handed over only tomorrow, the twenty-ninth of February, at 8 o’clock precisely in the morning.
