Port-au-Prince. A. Barrot arrives in the roadstead as French commissioner.

For some time it had been announced that Mr. A. Barrot was to arrive at Port-au-Prince, sent by the French government to treat of the respite requested by Haiti in the annual payment of the indemnity. The Provisional Government, officially advised on this subject, hastened to write the following letter to the Constituent Assembly, which received it while sitting on 29 November:

“The Member of the Provisional Government Charged with Presiding over Its Deliberations, to the Constituent Assembly.

“Fellow citizens, brothers and friends,

“The Provisional Government hastens to inform you that it has officially received notice of the arrival in this port of M. A. Barrot, sent by His Majesty the King of the French as Extraordinary Commissioner and Plenipotentiary to the Government of the Republic.
