Le Cap. News of the decree of 15 May arrived by a ship from Nantes.

It was on 30 June that news of the decree of 15 May reached Le Cap, by a ship from Nantes. All the colonial prejudices rose up at once: the enslavers openly disowned France and made military preparations to oppose the execution of the decree. At Port-au-Prince the poor whites, who held sway there, followed the same course and formed a confederation against the authority of the mother country. The white class felt the same way throughout the colony.
