Léogane. The second colonial assembly met here, opening on 1 August 1791.

The whites, fearing the claims of the freedmen, hastened to form the second colonial assembly before the decree of 15 May should be put into execution. This new assembly met at Léogane in July 1791. It opened on 1 August under the presidency of the Marquis de Cadusch, an ardent counter-revolutionary, and showed itself moved by the same spirit of independence as the assembly of Saint-Marc. It summoned Governor Blanchelande to its bar and made him swear that he would not execute the decree of 15 May when it arrived officially. Blanchelande, to avoid an explosion and to keep his head, gave way to the popular ferment.
