LETTER of the Ministre to the Administrators, containing a decision on three points relating to the Black and Indian Races
THE sieurs G….., Messieurs, settlers of the Isle à Vache at Saint-Domingue, having asked for the registration of their titles of Nobility, the Conseil Supérieur of Port-au-Prince raised difficulties, and raised the following questions: 1°. Whether or not His Majesty admits a distinction between those who descend from an Indian race, and those who draw their origin from a nègre Race; 2°. Whether, admitting a distinction or difference, the persons who come from an Indian Race will be placed in the rank of His Majesty’s Subjects, natives of Europe, and may, like the latter, lay claim to offices and dignities; 3°. Whether His Majesty having already excluded those who descend from a nègre Race from every kind of public function, this stain must extend to excluding them from the registration of letters of Nobility, whose privileges they would wish to claim in the Colony.
