Haitians elect a constituent assembly nine months after Duvalier flees

Jean-Claude Duvalier left on 7 February 1986. On 19 October Haitians voted for the assembly that would write the constitution to replace his. Fewer than five percent of voters turned out. They chose 41 members from 101 candidates, and the ruling military council, the CNG, appointed the remaining 20 of the 61 seats. The assembly began work on 1 December and produced the Constitution of 1987, which Haiti is still arguing about.
