Haitian parties sign the New York Pact at the United Nations

Haiti had been under the boot of the army since the coup of 30 September 1991 drove out Jean-Bertrand Aristide. On 16 July 1993, at UN headquarters in New York, political parties and parliamentarians signed a pact committing themselves to a political truce so that Aristide could come home in peace. It came two weeks after the Governors Island Accord signed by Aristide and Lieutenant General Raoul Cedras. Neither document worked. Cedras never left on schedule, Aristide did not return until 15 October 1994, and he came back behind twenty thousand American soldiers.
