Haitian National Assembly sanctions the two conventions

Haitian

On 9 November 1874 the Republic of Haïti, having General Michel Domingue as its president, and the Dominican Republic, having General Ignacio Gonzalès as its president, concluded for 25 years a treaty of peace, friendship, commerce and extradition, this last clause having become void as a result of two conventions signed on 14 October 1880 between M. C. Archin and M. Heureaux, one providing a period of 8 months to come to an understanding and reach a definitive agreement for a new treaty, the other obliging the two States to neutrality in troubles that might harm their internal progress. On 7 October 1882 the National Assembly of the Republic of Haïti sanctioned these two conventions. On 3 February 1890 the presidents M. Heureaux and Hippolyte signed at Thomazeau a convention that remained without effect, the Dominican president having claimed afterwards that he had signed it without the authorization of the Dominican Congress.

Rouzier tells this under the entry HAÏTI: the general article.
