Haiti and the United States sign the accord ending the occupation

On 24 July 1934 Léon Laleau, poet, novelist and Haiti’s foreign minister, signed the agreement for the withdrawal of American military forces from Haiti. Norman Armour signed for Washington. It followed the meeting of 5 July between Sténio Vincent and Franklin Roosevelt at Cap-Haïtien, and it fixed 1 August as the end of American officers’ service in the Garde d’Haïti, with the Marine brigade to leave a fortnight after. Laleau is remembered as much for the poem “Trahison” — on what a French education does to a Black heart — as for the signature.
