EXTRACT from the Minister’s Letter to M. DUCASSE, concerning the nègres returned from the expedition to Carthagene, and the Making of Sugar in Saint-Domingue

Haitian

THE KING is willing that the nègres who took part in the Expedition to Carthagene, and who returned after having been taken by the Enemies, or who passed back through France, be emancipated, on condition that what belongs to each of these nègres as his share be paid or handed over to those who claimed to own them in the Colony; you will send me the roll of them, noting what has become of them.
