ORDINANCE of M. DE GALIFFET, Commander in Chief ad interim, concerning fugitive nègres, seized in Spanish territory

By this Ordinance the nègres seized in Spanish territory are sentenced to have the hamstring cut.

M. de Galiffet was the first to set the example of carrying out this Ordinance, on one of his own nègres. But perceiving that the settlers felt great reluctance to inflict on their enslaved people a punishment that reduced their value, he resolved to suspend his Ordinance as early as the following October.
