DECREE of the Conseil of Petit-Goave, concerning Trade on the Plantations and with the Enslaved

Haitian

UPON the submission made by the Procureur-Général, who has learned that several settlers daily sell wine and other drinks on the plantations to Whites and to the enslaved, and receive in payment indigo and other goods that are portable and easy to steal, which the said enslaved people take secretly from their enslavers or elsewhere. This also keeps the towns of this Government from being as well populated as they would otherwise be, which harms the Public. He requests that provision be made. THE CONSEIL Souverain, having regard to the said Submission, has prohibited and forbidden, and does prohibit and forbid, all Persons, of whatever rank and condition they may be, to sell and retail drinks by the glass to Whites and the enslaved in any place other than the towns of this Government.
