1890: Following the rise of General Hyppolite, the Haitian government dispatched Nemours Auguste on a diplomatic mission to the United States. Auguste sought to stabilize relations and gauge American intentions; however, his efforts to find a counter-balance to American pressure in Europe were stymied when he was denied an official reception by France, further isolating Haiti as it faced U.S. naval demands.
