1883: The U.S. government took decisive legal action in the case of the vessel Azelda and Laura. The ship was detained under suspicion of violating neutrality laws by being “armed and equipped” to support Haitian insurgents. This case is cited by Logan as a key example of the United States’ efforts to prevent its ports from becoming launching pads for Caribbean revolutions during the volatile 1880s.
