Ils ne dressent qu'un seul rapport, forment un seul avis à la pluralité des voix; en cas d'avis différens, ils indiqueront les motifs des divers avis, sans faire connaître celui d'aucun d'eux.

Life lesson: Three experts, one report, majority rules. Dissenting views are explained but kept anonymous — no one knows who disagreed.
Notes: Single rapport, majority opinion. Dissent: motifs stated but anonymous (no attribution). Promotes collegial independence and prevents targeting of dissenting experts.
