UN Security Council authorizes force to put Aristide back in Haiti

On 31 July 1994, at its 3413th meeting, the UN Security Council adopted Resolution 940. Acting under Chapter VII, it authorized member states to build a multinational force and use all necessary means to remove Haiti’s military leadership and return the elected president, Jean-Bertrand Aristide. Twelve members voted yes; Brazil and China abstained; Rwanda was absent. The mandate of the UN Mission in Haiti was extended and its strength raised to 6,000. Seven weeks later American troops landed, and Aristide came home on 15 October 1994. It was the first time the Council authorized force to restore an elected government.
