Toussaint fixes the limits of the Southern department and names Laplume

Dessalines left the Cayes for Jérémie with his army. After being feted by the colonists, Toussaint in his turn left the Cayes. He appointed General Laplume commander in chief of the department of the South, whose limits he fixed on 23 August.

Rouzier tells this under the entry Cayes (les).
