Toussaint expels Commissioner Roume, the last French authority above him

On 26 November 1800 Toussaint Louverture moved against Philippe Roume, the French civil commissioner, and removed him from the colony. Roume was the last representative of French authority standing above Toussaint in Saint-Domingue. With him gone, nothing between Toussaint and Paris remained; within six months an assembly would be sitting to write him a constitution.
