Senate election held with Fanmi Lavalas struck from the ballot

Haiti held the first round of a partial Senate election on 19 April 2009. The electoral council had barred 40 candidates, including all 17 from Jean-Bertrand Aristide’s Fanmi Lavalas, citing missing signatures and paperwork. Turnout came in around 11 percent. In Mirebalais voters ransacked polling places and a poll supervisor was shot. No candidate anywhere cleared half the vote, so every seat went to a runoff, which was pushed back to 21 June. Keep the largest party off the ballot and you are not holding an election; you are making appointments.
