Polvérel approved and proclaimed general freedom of the enslaved in the West

On 22 September 1793 Polvérel approves and proclaims in the West the general liberty of the enslaved, already proclaimed in the North by Santhonax on 29 August, and which will be proclaimed in the South as well by Polvérel on 6 August.

Rouzier tells this under the entry OUEST ( l’ ).
