Pétion informs the Senate that he has formed an arrondissement out of the peninsula of Tiburon.
Haitian
It was in the midst of these grave dissensions between the two powers that Pétion announced to the Senate, on 3 August, that he had formed an arrondissement out of the peninsula of Tiburon. How did he make this communication? Article 122 of the Constitution laid down that “the President of Haiti might at any time invite the Senate in writing to take a matter into consideration; that he might propose measures to it, though never projects in the form of laws.” Yet in contempt of this provision, so explicit, Pétion transmitted to the Senate a veritable bill of law, regularly divided into articles!
