ORDINANCE OF THE KING, which forbids the transport of nègres between the Windward Islands and Saint-Domingue

Haitian

HIS MAJESTY being informed that there are private persons who make false declarations at the Bureaux of the Domaine in the Windward Islands of nègres that they pretend to embark in the said Islands for Saint-Domingue, and who, by means of these declarations, go and buy nègres in the foreign Islands and carry them to Saint-Domingue as coming from the Windward Islands; and that the same fraud is committed at Saint-Domingue, where private persons make similar declarations for the Windward Islands; His Majesty, wishing to remedy abuses so harmful, has made most express prohibitions and prohibitions to all persons, of whatever quality and condition they may be, to transport, for any reason, or under any pretext whatever, nègres from the Windward Islands to Saint-Domingue, or from Saint-Domingue to the Windward Islands, on the penalties set out in the Letters Patent in the form of an Edict of the month of October 1727, concerning foreign Commerce.

Registered at the Conseil de Léogane, 5 May 1740.
