Nunez de Caceres publishes a manifesto of independence

Haitian

Nunez de Caceres, who had published there on 1 December a manifesto of independence and a constitutional act announcing a political organization based on slavery, wrote to President Boyer to sound out his intentions. The latter, having had him told in reply that the time had come when the whole island of Haiti must recognize only a single government, Caceres hastened to destroy his own work. President Boyer made his entry into Santo Domingo on 9 February 1822. A French frigate, the Duchesse de Berry, had tried to communicate with Santo Domingo, but finding the Haitian flag flying, she withdrew toward Samana. In 1844 the Dominicans separated from Haiti and formed an independent state.

Rouzier tells this under the entry SANTO-DOMINGO.
