Ménos and Lansing agree on the organization of the Gendarmerie

Art. 1. The agreement concluded at Washington on 24 August 1916 between Mr. Solon Ménos, Representative of the Haitian Government, and Mr. Robert Lansing, Representative of the Government of the United States of America, fixing the organization, the cadre, and the salaries and expenses of the Gendarmerie of Haiti, is and remains sanctioned.

Rouzier tells this under the entry Appendix: H: Agreement on the Appointment of the Financial Adviser and of the Receiver.
