Sainte-Suzanne, Vallière. Detached from the arrondissement of Fort-Liberté and joined to that of Le Trou.

On 19 June 1845, with the aim of introducing some modifications into the subdivisions of the territory of the Republic, it decreed that the quarters of Sainte-Suzanne and of Vallière, forming part of the arrondissement of Fort-Liberté, should henceforth be enclosed within the arrondissement of Le Trou, and that the commune of Marchand should be erected into a military arrondissement. These measures were taken in view of the struggles which were about to break out anew against the Dominicans. The promulgation of the decree was signed at Le Cap by President Pierrot on 25 June 1845. On 21 June citizen Détré, secretary of state for Finance and Commerce, informed the public that the embarrassments of the treasury had stood in the way of enforcing the decree of the Provisional Government of 6 November 1843 relating to receipts in foreign money, but that, with a view to improving the financial system as far as possible, the provisions of that decree would be obligatory from 1 August 1845. He accordingly called upon the administrators of finance to see strictly that the import and reciprocity duties, and those of tonnage and anchorage, were paid in foreign coin of gold and silver, at their comparative value with the Spanish piastre.
