The decree naming general Louis Pierrot to the Presidency had been dispatched throughout the Republic. General of division Frémont, who commanded the Department of the South, assembled at Les Cayes all the civil and military authorities on 20 April, together with the troops of the national guard and of the line, and proclaimed the new President with all possible solemnity. He had around him, on the altar of the Fatherland, general of division Jean Claude Pierre, inspector of cultivation of the arrondissement of Les Cayes; generals of brigade Pluviose, Jean-Jacques, Jean Denis Augustin, commandant of the town and commune of Les Cayes; Augustin Cyprien, Pierre Colin, Chardavoine; colonels Nicolas fils, Cazeau the younger and Cazeau the elder, the last representing general Dugué Zamor, commandant of the arrondissement of Les Cayes, who was ill at that moment.
