France. The Manifesto of the North proposes to treat with the other departments on the indemnity owed to it.

“Our boundaries once secured, the general officers of the army, joined with the civil authorities and the Council of State, will send deputies to come to an understanding with the West, the South and the East as to the indemnity owed to France, and to establish the government of the Republic as federated States, or simply to make a treaty of alliance, offensive and defensive, and of commerce, if such should be the wish of the other departments of the island; declaring, moreover, that we wish to govern ourselves, without encroaching on the rights of others, not wishing to keep up civil war among us, nor to shed the blood of our brothers, unless it be in the cruel necessity of repelling force by force; in which case we all swear to bury ourselves beneath the flags of the present Manifesto, which shall be of the colors blue and red with a white star in the blue, representing the State of the North for the present. Our fellow citizens of the East, detained here for political reasons, shall be immediately restored to liberty.”
