Lescahobes. Rivière Hérard’s column passes through it and he issues his proclamation there.

On reaching Lascahobas, Rivière Hérard issued a proclamation dated 12 March, in which, after recalling that under Boyer the hearts of the inhabitants of the East had been exasperated by the lieutenants of the government, he said: “The Revolution appeared, with its prodigies and the hopes it gave birth to; it was welcomed with transports of joy by the population of the East; but at the same time it awakened the ideas of a secession that for more than twenty years had tormented men occupied with the thought of realizing the chimera of a Dominican Republic under the protectorate of the foreigner…. The mere bringing together of the facts will prove the influence of the spirit that has dominated the Constituent Assembly upon the events that have just broken out. The constituent Bazin leaves the Assembly with its approval; he hastens to the Petite-Rivière de l’Artibonite; his avowed design is to break the opposition forming there against certain provisions of the Constitutional Act submitted to the sanction of the people; he takes up arms on this pretext, directs his blows against those who thwart him, and falls a victim to his imprudence, perhaps to his political fanaticism: so the inquiries made on the spot attest; they will be published. Almost at once an event of the same nature is preparing at Jacmel: heads fermented by this theory, which seems imaginary to practical men, grow heated; they deny the experience on which the latter rely, and are ready to fall upon them; but for the prudence (*) of the general commanding the arrondissement, all would have been over; blood would have flowed………
