“Decreed at the National House of Port-Républicain, 3 November 1843, year 40 of the Independence of Haiti and year 1 of the Regeneration. “Signed: J. C. Imbert, Guerrier, N. Ségrétier, Lazare, C. Hérard the elder.” All those who were stirring heard the publication of this decree with a very marked displeasure, the Boyéristes as well as certain popular patriots of Port-au-Prince who already proposed to raise to the presidency the citizen J. Paul, whom they believed they could make the instrument of their political views. Among these last were Auguste Élie, Emile Nau, St-Amand, Dumai Lespinasse, etc., who were bustling about a great deal.
