Jacmel. Its deputy Vollel moves to determine the powers of the Provisional Government.

At the sitting of 11 October, in accordance with the order of the day, discussion opened on the motion of the deputy Vollel, of Jacmel, the object of which was to determine the powers of the Provisional Government. Several speakers took the floor, some to approve the motion, others to reject it. Doctor Fresnel, one of the deputies of the Eastern part, spoke thus:
