Doctor Fresnel, one of the deputies of the Eastern part, spoke thus: Gentlemen, “A grave, serious, important question occupies you today. You have to decide upon the powers of the Provisional Government; you have to define, to fix irrevocably, the limits of your mandate, in order to avoid, in the exercise of sovereign power, those unfortunate collisions that drag disorder, confusion and anarchy in their train.
