At the sitting of 21 September, deputy Simonise proposed a decree that the number of members of the Constituent Assembly, which stood at 124, be increased, so that various districts of the eastern part that were not represented might name deputies. The proposal was not accepted. On 23 September, after a great religious ceremony, the Assembly was solemnly installed to the sound of 101 cannon shots fired before the building it occupied. The citizen Jacques Sylvain Hippolyte delivered a speech in which he recalled the preceding constitutions, weighed them, and begged his colleagues to give the country one that was entirely liberal. Present at this installation were Charles Hérard Rivière, Lazarre and Imbert, members of the Provisional Government. General Hérard, in his capacity as President of the Labors of the same Government, delivered a speech in which he expressed his desire to see the nation endowed with a Constitution in harmony with the manifesto of Praslin.
