Basse-Terre (La Tortue). Panayoty’s fleet puts in there

General Lamarre entrusted Adjutant-General Delva with the command of the outposts, which stretched as far as Saint-Louis du Nord, and had all the forts of Port-de-Paix occupied. The troops of the expedition, together with the 9th, numbered about 2,000 men. Panayoty, commander of the republican fleet, sailed from Port-de-Paix on the 14th of July to cruise off Le Cap. But contrary weather obliged him to put in the next day at the Basse-Terre of La Tortue.
