Santiago. Its council to certify captives under Ferrand’s act

“That the Black people and people of color who were not to be exported would be considered the property of their captors, and could be sold by them, only if the said captors had provided themselves, for each individual, in the department of the Ozama with a certificate from the notables of Azua countersigned by Commandant Ruiz, and in the department of Cibao with a like certificate from the council of Santiago countersigned by Commandant Sérapio, attesting that these Black people and people of color had in fact been taken on the territory occupied by the rebels;
