Gonaïves. Dessalines met an envoy of the United States from the frigate Connecticut.

On 4 September Dessalines was at Les Gonaïves; he had gone there to confer with an envoy of the United States, who had arrived on the frigate Connecticut and was expressly charged with establishing the closest commercial ties with him and with furnishing the State with whatever it might need in powder, arms, broadcloth, linens and clothing for the troops. After hearing the American envoy’s offers, he returned to Marchand. On 4 September, from Les Gonaïves, he had written to Pétion under the title of emperor of Haiti to inform him of the purpose of the American frigate’s visit. *
